Nigeria’s national food security strategy correctly identifies increased agricultural production as a top priority. However, this progress is often hindered by frequent and overlapping “shocks”—including extreme
weather events like the 2024–2025 floods, pest outbreaks, and macroeconomic instability. In response, farming households engage in localised coping strategies, while relevant authorities engage in “reactive” rather than “responsive” measures, leaving families trapped in cycles of poverty.

Addressing these issues to enhance food security is the focus of this policy brief.
