Local government is a form of government at the grassroots level. It is a political sub-division of a nation (or in a federal system, a state) which is constituted by law with substantial control of local affairs, including the power to impose taxes or to demand labour for prescribed purposes. The Nigerian Constitution of 1999 recognizes a three-tier federation. This suggests the existence of both national and sub-national governments, which perform the political, social and economic functions required by the people. Among the factors for adoption of the federal principle is the desire for local autonomy and maintenance of locational peculiarities while taking advantage of the benefits of collective strength. This is the raison d’être of local government wherever it is established.
