The importance of effective monitoring and evaluation in the process of projects execution can not be under-emphasized. Achieving the goals and objectives of project implementation can be very challenging if there is no proper framework for monitoring and evaluation.

Experience has shown that many implemented projects both in public and private sectors often fall short of achieving critical goals and objectives for which they were implemented. This amounts to waste of resources. Lack of effective monitoring and
evaluation framework has made it difficult for many Ministries, Departments and Agencies as well as private organisations to be effective and efficient in the discharge of their various mandates. This has aggravated social, political, economic and
environmental problems being witnessed in the country. In view of the foregoing, there is need to enhance the capacity of relevant stakeholders in monitoring and evaluation process and strategies.
